National Grid is asking state regulators to allow the utility's municipal and business customers to install energy-efficient light emitting diodes, or LEDs, in street lights. The request is part of National Grid's $171 million gas and electric rate change request submitted to the state Public Service Commission earlier this year. The street lighting that National Grid owns and maintains would not be considered for the program.
